ZEMI is controlled by a board of directors, which consists of the heads of the associated institutes and their representatives. The work of the board is supported by the ZEMI office.

Spokesman of the board of directors is Prof. Dr. Klaus-Dieter Lang, Fraunhofer IZM. Coordinator of ZEMI is Doreen Friedrich.

ZEMI has a scientific advisory council with representatives from industry, politics and science. The members of the advisory council are appointed for a three year period upon the recommendation of the board of directors. The advisory council shall support the work of the board of directors by providing guidelines for the following topics:

• placing emphasis on certain ZEMI technologies
• giving impetus to comprehensive research and development activities
• proposing new areas of operation
